Community Handlers

Vetted, trained women who review incoming reports on the secure dashboard. All GBV and child protection cases are assigned exclusively to female handlers; this is enforced in the system, not just policy.

Oversight
Handler Supervisors

Senior supervisors who oversee handler performance, escalate complex cases, and ensure response quality across all sub-counties. They have access to anonymised aggregate data only.

Kenya's Data Protection Act (2019) is the primary legal framework that governs how SirriSalama handles all community data. Every design decision in the platform is built to comply with and uphold this law.

All report descriptions are AES-256 encrypted. Handlers see only what is necessary to respond.

Reporters are informed of what is collected before they submit. No data is collected without active participation.

Zero Storage of PII
Phone numbers are never stored. Names are never collected. Session IDs are one-way hashed and cannot be reversed.
